History and general information
Already a long-standing institution by the time of the current events, ASP was originally simply a scientific research organization. Although it had always been fairly secretive and low-key about its purposes and achievements, after Project 00X181 went belly-up, it quickly became even more covert and underground. Tasked with taking care of the aftermath of Project 00X181, it developed a militant fraction, which soon took the main stage.
ASP is a privately owned and funded organization. It has no (official) ties to the government. The owner and funder of the organization is unknown and unseen, referred to only as the Director" by the members.
Field Commander Lauren Harris is in charge of all real world operations of ASP. She is the supreme commander of the entire organization and everyone answers to her. Nominally only in charge of the field team, in reality she holds control over the whole organization. She is arguably the only person who knows the identity of the Director, and the only one who ever gets to communicate with him (gender unknown, assumed to be male) directly.
ASP and Project 00X181
Members of the ASP were the first on the scene after Project 00X181 (learn more about Project 00X181 here: [link])met its untimely end. They conducted an extensive search of the facilities and stripped it of all evidence of there ever being such a project. All technology was removed, leaving only bare rooms. All information pertaining Project 00X181 was gathered and is now in the possession of ASP. They have full files on every single Zero's abilities and/or disabilities.
ASP keep tabs on all known Zeros, and are making a constant effort to locate any whose whereabouts are unknown. Many Zeros have lived years under constant surveillance without being any wiser. ASP is looking to recruit as many Zeros as possible into their ranks, and a move to recruit a Zero that is already under surveillance is made when one of the following scenarios occurs:
a) The Zero in question learns too much about their origin to not be brought in
b) The Zero in question is either contacted by or their life is threatened by the Cult
c) The Zero in question is deemed useful or important enough to the cause of the ASP
If the Zero refuses to join ASP, their choice is respected, but they will remain under surveillance. If any sign of desire to join the Cult is displayed, the Zero will be forcefully apprehended and detained if possible. Despite their best efforts, ASP has lost a considerable amount of Zeros to the Cult.
Purpose
ASP has been assigned the task of taking care of the aftermath of Project 00X181, which, in time, evolved from clean-up, destroying evidence and collecting information to trying to fight against a building threat in the form of Sarastro's Cult of the Sun. No one is sure what exactly #100 is planning, since getting moles into the higher and more involved circles of the Cult is proving extremely difficult, but whatever it is, it is definitely a very real threat to the current political situation, and perhaps even the population at large.
Methods
ASP's current modus operandi consists of locating and busting up Cult gatherings, hopefully scaring off those who are less involved and always trying to capture higher-level associates. Prime directive is thinning out the ranks of the Cult and weakening them by any means possible.
ASP has a relatively strict no-kill policy. ASP agents are to capture or disable rather than kill whenever possible.
ASP has several moles within the ranks of the Cult at all times, but none of them have been successful enough to reach a significant position within the Cult.
Set-up
ASP is currently divided into two departments: The Field Department and the Research and Development Department, commonly abbreviated to FD and RD respectively.
The Research and Development Department (which originally made up the entire ASP) remains, but its only purpose these days is to develop and test weapons, vehicles and other gadgets for the FD's use. The RD is a lot smaller in numbers than the FD, but it employs some of the brightest and most innovative scientists and inventors in the world. As a result, ASP is always ahead of the rest of the world when it comes to technology. While ASP is severely outnumbered by the Cult, the RD provides them with a significant upper hand in the technological side of things.
The Field Department goes out on raids and often gets in actual combat situations due to the Cult putting out its own strike team to combat the ASP and keep ASP away from their dealings. The life of a FD agent is always in danger, because Cult members do not share their reservations regarding taking lives and use regular weapons. Cult-aligned Zeros do not hesitate to use their powers to kill. However, no ASP member is simply sent out to die. All FD agents are highly trained in physical combat and often have the tactical advantage over their Cult counterparts. Zeros in ASP are trained to use any powers they might have to their full potential. The extended training they go through upon joining ASP serves its purpose, and ASP agents are definitely able to defend themselves.
Lower-level FD agents are also involved in the surveillance of unaligned Zeros.

Equipment
Weapons:
The main weapons used by ASP are non-lethal energy pulse guns (usually referred to as stun guns) that launch a projectile of energy that is meant to temporarily disable the target by paralyzing them. The effect wears off in a matter of hours. These weapons come in many variations.
Small handgun-sized versions have limited ammo and are meant for incapacitating a single target with a single shot. A shot from one of these will fully paralyze a target when it hits the head or the torso, but a shot in the arms or legs may only affect the immediate area.
There are also larger, machine gun-sized variations that are meant for disabling several targets at once. They are, however, unstable, much harder to handle and use a lot of resources.
Shot from a very short distance away, however, these weapons may have more permanent effects on the physique. Should a stun gun be shot at someone's head from point-blank range, it will cause extensive brain damage and almost certainly result in the victim ending up in a permanent vegetative state.
Other:
Members of ASP have a certain advantage over everyone else thanks to a device called the ASIG, which lets them shift back and forth between human and dragon form without worrying about ripping out of their clothes or ending up naked. Recruiting non-Zero members:
Potential new recruits are usually selected and brought in by ASP agents themselves, under the guise of a regular job interview, or other such ruses. Suitability is then determined in a series of subtle psychological tests that the subject is not aware of. The potential recruit will then either be turned away or invited to join the ranks of ASP depending on the results.
In other cases, the potential new recruit is already aware of the existence (through accidentally getting exposed to the activity of ASP for example) and purpose of ASP and is either brought in by someone or seeks ASP out themselves.
